There are several of those in this event, probably intentional.

i just checked all the upgrades in the event and this is the only upgrade next to a different generator, but set in stone did have a few mineral boosting upgrades next to other generators and i think a upgrade next to gem boosted one of the rock generators, so it might be intentional
