astronomical missions do not work

i pumped to level 9. but to go to stage 25, I need to complete the mission 4 times. and I can't because it's already at its maximum. this happened because I restarted again and the missions didn't restart and there were 9 levels left (maximum) and now I can't, I'm stuck
