Just complete the event as normal then start the level 2 challenge and progress as normal. When you get to the first outbreak, it will say 200,000 but it actually costs 800,000. Visual bug most likely but needs to be fixed.

Here's a bit more evidence. It displays correctly if you have enough, but once you fall below the necessary currency to buy the value updates to the incorrect on the main screen but stays correct on the tool tip

Once you get enough currency again it updates to correct value
