it requires caniform, which is a glitch (like stonehenge, but to the left of mammals) which costs 125,000 metabits (if you don't see it then you likely haven't gotten the previous mammal glitches, which are glires (costs 3 metabits), ungulates (costs 50), and marsupials (costs 2500)

huh, apparently cat domestication tells you it requires feliforms, but for some reason dog domestication doesn't tell you it needs caniforms
