#Cant progress to E22

After I clicked the upgrade universe, and got some cards, then it stucked like the 2nd pic.
If I restart the game I can upgrade universe again but the number is weird (see 1st pic), and if I try to upgrade it stuck like the 2nd pic again. How can I fix this?

also this dark matter mission is glitched, I have claimed and reordered them all right before I do the first upgrade.
