Essentially, one of the visual effects used to give comet tails their lovely shimmer overlays rank-up reward cards. Looks pretty nice, but I'm not sure the behavior is intended. (note, in pictures 2 and 3, the differing positions of the comet tail and the resultant blue-hued bloom on the "Short Orbit" comet's artwork)
