You're not the first to notice this, the LHS specifically for meso is all messed up since it's trying to multiply your current rank into something instead of the total number of ranks you've completed. The actual multiplier is still what it's supposed to be, namely 10x the number of ranks you've completed, so this is only a visual bug
I was under the impression, based on the multiple upgrades, that it'd be more than 10x with all 3? Is that my bad?
The way it was phrased in the update annoucement in #💬-beta-chat along with it being a huge nerf makes it seem that way
It goes like that (I'm taking badges as an example here) 0,1 - 1 - 10
But seeing this (#📓-dev-diary message) it's supposed to be 10x after all three
it starts as .01 for no upgrades, then .1 for the first, 1 for the second and finally 10 for the third

Also, the numbers displayed in that panel for valley, beyond, and badges are off by exactly 1. For the OP example, your mesozoic valley multiplier is actually 2431, beyond 181, and badges is 1561.
This is a visual bug only. the correct multipliers are being used internally.
If it's supposed to work like descriebed in your prior text then it would be useful to change the wording of the individual upgrades.
At the moment I interpret it in the way that you get a 10x multiplier for each x you complete.
That would mean at highest rank you would get 10^3 so 1000x (production) increase for each.
But even if it's not like that how do you what to balance it when there are only 18 beyond upgrades and 450 mezotic valley upgrades.
