There seems to be a reconciliation error between the leaderboard tier entry and the player profile entry - in my case the Leaderboard indicates that I am at Need 1 with 0 RP (incorrect), but my profile indicates that I am Visionary 2 with 1,118,767 RP (correct).

I have definitely been seeing similar issues, but not with this big of a discrepancy. Here is one that I saw tonight:
They have different levels, but at least mine both say scientist.
I have also just been seeing the RP score being highly erratic. I have filed a bug in #1135451599985201182 which may or may not be the same as this bug.

I think it's a different bug, this one is specifically 0 RP, thinking it's a new account, basically. Your bug is instability, so I think they're separate.
