I found this while in camera mode, I accidentally hit Iguanodon while tapping fast and it did whatever this is. I can't interact with anything under the UI, as I can interact with the UI itself. Watching an ad or doing an extinction did not fix it, I stayed through the animation. I will try restarting the game, I suspect that will fix the bug.
