I unlocked an Tau Ceti's Trait but on Beyond Tree, It is LOCKED.

No, it's a very common visual bug where it doesn't load the card on the tree when it should. If you remember, a while back there was a cluster of bug reports of this occuring for T-Rex in meso, idk if that's fixed yet, but this is the same.
