When I clicked on the new achievements, the description showed up as the one for ranking up the oort cloud.
When I clicked on the new constellation achievements they showed up as finishing scorpio instead of the new ones.
update: I determined it's displaying the text from whatever you clicked last. So if you click on Oort cloud Rank 3, and then click on a new achievement tile, that text for oort cloud rank 3 displays for the new achievements. It's not specific to what I have in the screenshots and is easily reproduceable
