From an evolutionary standpoint perhaps yes, it might not make sense. But there are many other standpoints to take into consideration since we're dealing with a video game.
We would have to precisely assign each and every single generator to this ''peak evolution'' standard, which might take too many factors into account or even be downright impossible - Antarctic Bear would die from overheating if he were on Africa, whereas on his own domain he is quite successful. So ''peak evolution'' might only be quantified locally, which makes it subjective to decide what is evolutionary the best. Are humans on top of food chain or maybe a bacteria strain that exists within most of animals? That's one of many hard to answer questions that could pop up.
From gameplay perspective, having things non-chronologically, starting from animals to futuristic concepts and back to animals again may make game feel more refreshing.
I don't think there is any one ''perfect'' way to heuristically sort the game and it's many aspects. Same with creating music or drawing. It's a subjective process.
