I think... visual updates are lined up in such a manner to produce this effect. Power is ~6.3 times higher than capacity, meaning it'll empty in ~0.16s, which seems to be less than the refresh rate.

basically the screen refresh rate is too slow to see what's happening

Plant growth is a different thing, it's water timer affecting how fast they grow.
