Good question, hard to checkbecause they're so badbecause a lot of things factor into it.
I suppose the naive approach would be to regress current reward down to ~1 shipment, then do a bunch of shipments, then project the ~1 shipment regression to the current number of shipments, and check for consistency.
After re-checking it I have to say the current behaviour is definitely intended the way its implemented. The artifact itself words it way more clearly than the challenge. The multiplier is supposed to only affect milestone rewards. But it's up for debate to apply to shipments as well. Each iterative overhaul that we make over a feature usually simplifies stuff like this so its very likely that it will involve all values in the shipyard that work with the shipment counter in the future.

If the behaviour is intentional then the HUD is the 'bug', because the x3 implies that our shipment count is counted as triple what it is, when that is only true for certain shipments and certain milestones.
That is to say, when I see 5000 x3 shipments, I expect to have 15,000 shipments, not 5000 shipments and a 3x multiplier to certain milestone rewards.
