Erm... I just tested it and it reduced my cooldown. Workshop displayed 120 sec., ingame its 01:34 (94 seconds)

Did you test a specific blueprint?

Or did you use "High Tide" by any chance?

ah that's why I got confused, I had an exactly 1 minute 1 second time ingame, which is the minimum in workshop
