#Smithing: Sand not Unlocked

Sand doesn't appear as an object you can buy from the counter or traders even though the recipe to smelt sand into glass is unlocked.

Expected: Recipe and crafting materials are unlocked at the same time.

Unlock appears bugged or the ability to smelt glass is unlocked separate which causes confusion.

Version 14849

EDIT: Further testing shows it's unlocked as soon as you gain access to the smelter from the Smithing tree (Level 2).
