i got too the second story car and four story fixes requied to finish the car said unavalible

WTH Well, that's not a bug, it's you who doesn't know how to do the mechanic's job. You have to search the parts that are under the conditions, using either the diagnostic tools, or the test track, or just simply by remove all parts till you found the part.

yes i have the same bug. but with oil filter 14. on second story car. when i search the item in shop it says that it didn't exist in current section

try to remove all mods and after that all is working
