When I checked the error code, it said to restart the PS. I imagine you already did that.
Then it says: rebuild database (see above) and if that doesn’t work then reinstall the game.

Check to ensure your PS Console and CMS21 are up to date.
Try disabling rest mode (if enabled) and turn the PS off, wait 2~ minutes and turn PS on. This will clear cache.
Try a new save profile (I can provide a profile name to bump you up in player and credit level.)

The only solution I found is to wait minimum 3 minutes before leaving the drag, but it's 50/50

If my above three suggestions failed to resolve the issue, then I assume the next best course of action would be to re-install CMS. That's what Google-searching that code suggests.

And 5 minutes ago I was testing the drag race to make sure it doesn't bug and when going to the second race of the championship the game crash
I don't know if I can get a refund for this dlc

You can try and make your case with Sony/PlayStation. Otherwise, maybe RDG or another trusted helper can assist if they had experience with this error code

Yes, they read chats on this server. But, their focus is on CMS26, so I'm not sure whether or not they will respond.
