Everytime I've booted up the game recently, frames HEAVILY drop when mouse is moved, even in the main menu. I saw it could've been a polling issue so I went from 1000 to 500 but the issue still persisted. To see if it was possibly a PC problem, I tried Overwatch but everything ran smoothly there.

Everywhere really. Should also add though that it is sort of inconsistent for me. Just booted it up right now and it's running smoothly but I wouldn't be surprised if the issue comes back next time around

step 1. uninstall overwatch
step 2. delete overwatch from your system entirely
step 3. issue is solved
