You need infrastructure to assimilate those from vastly different cultures and languages into the system. France has that to some extent, UK has that, Canada has that, many US states have that, Australia has that, but most of the rest of Europe were and still are pretty behind when it comes to immigrant and refugee integration programs.

most of the world's hydrogen supply comes from natural gas, oil refinement, and somehow from coal.
last I checked when I was looking into hydrogen internal combustion engines as well as hydrogen fuel cell systems, only like 1-4% was coming from electrolysis of water, and only like a fourth of that 4% was from renewable electricity sources.
