with cities in games, having so many things to keep track of put the frame capacity onto the CPU
spitting out render directions to the GPU to texture, shade, trace, blend, etc. Any game with bad programming for tons of particles, npc, and movements in a surrounding area beyond visual range is going to shit down the total frames because it's just not able to give render directions fast enough for a capable GPU

Flocking of tiny particles at such a great volume really should be something a major developer should consult (with player-base) over. Especially since it's so adverse to anything display related.
