Problem there is, most video games don't require any actors outside of maybe VAs and those still don't fall under the territory of that union

Really don't see how this can have a noticeable impact like it has in the movie industry

Like, oh no, Ubisoft can't use actor X who always plays villain roles for their next Farcry, the horror

Plus the gaming industry is way less centralized in the US as well

And on top of all that Bethesda in particular have long since explicitely forbidden paid mods for their games ever since the whole Creation Club debacle back in the day.

Mods in general are already only technically legal if and when the publisher allows them and only to the extent they allow them as well.

think my favorite thing so far is to steal a ship or claim one in a dogfight then sell it for profit

seen people complain about lifeless planets but the lifeless ones I've come across are just moons of others

Yeah at least the way they explained it, it seems like it's embedded on the runtime packages?
That's required to even run the games at all so there's really no (legal) way around it for the devs
I'm sure someone will eventually reverse engineer how they do that if they actually don't walk this back, but I doubt Steam can just "close off all aggregate data"
Not only devs but publishers will also be less receptive to unity games since that can hit them with random fees they have no way of tracking themselves

I'm not a dev tho and have no experience with unity so i might be completely off But I don't think Steam can do anything about Unity RTPs
