#Champions Exclusively Requesting Unmade (But Unlocked) Blueprints

It used to be champions would not request items that have 0 previous crafts, i.e. unlocked blueprint, but yet-to-be crafted. Now it seems they're exclusively requesting items that meet this criteria. I've also seen a couple goals pop up similar to this, which they also previously followed the zero-crafts exclusion rule, but at least those aren't exclusively what's coming up.
