I'm assuming you're referring to how many skill slots they have?
If so, it depends on their class. Everybody can learn four skills after you promote them with a 
. Prior to that:
- T1 & T2 classes can only use two skills
- T3 & T4 classes can learn three
- T5, T6, & T7 classes can learn all four skills naturally

Yeah it was skill slots, sorry.
So, I assume its worth to give a to a T1 or T2 hero who has good skills
