Doesn't mean you had ever purchased before on Steam! I've never done a purchase on Steam 🙂 There could also be a market lock on Epic, I'm not sure. The way it works on Steam at least (even if you had bought through another platform before) is when you buy gems for the first time, you are given a 48 hour lock on your account so you cannot spend them

No problem! If you buy in the future from Steam, you shouldn't have the same issue
