Energy is used for 2 things: surcharging items and rushing crafts. You want as much energy as you can get while having enough resource bins to continue crafting. The amounts vary wildly between players and is based on your playstyle
Both have the same "value" or its better to use energy in one way than other?
It depends. The more you have the easier it is to do both because small talk gives you 10% of the current missing energy so. Most times you want to rush a craft if you have the resources ready to start crafting another. Otherwise surcharge enchanted items over nonenchanted.
A double enchanted T13 is worth the same as a T14 but is cheaper to surcharge making it more value per energy spent.
So generally it's worth working on a tier you can surcharge then discounting everything below that with an exception of one tier less double enchanted gear.
That's how I have been doing it and I'll surcharge that -1 tier if I run out of the base tier item so it shifts the tier on both down one.
