Why is this one frame different? The one on Tailwind. I am sure it means something but I have no idea what. Thanks

If I'm not mistaken, different frames around the BP's signify how they're obtained. In particular, I believe the Tailwind is a BP obtained via chest.

Here's an example of a couple.

Chest blueprint items have the purple triangular ring
Premium blueprints have a subtle orange ring (easier to see on this second one that's not mastered)
Blueprints from any of the Lost City of Gold chests have this more ornate green border
Baseline crafted items (any blueprint you need to learn and unlock by mastering the previous tier) have no border
