When I buy an item on market that costs 2 gems and isn’t offered for gold I notice the next on e goes up to 3, then 4 and so on. Does it ever reset back to 2 gems? Or is this how prices are driven up? I’m guessing these are not items owned by real people and are injected into the market to circulate gems. I’m curious about this function if anyone knows.

2 gems is the minimum. It's likely that the person who posted it for 2 undercut the next one who posted it for 3.
And you're wrong on the second part. These items are sold by people.
Market is player driven. Very few exceptions (the only one I can think of is that components sold by players below their base cost are automatically and instantly bought by the game)
A bunch of people will see an item not available for gold and for more than 2 gems, they'll craft it and undercut pretty quickly to try to make some gems easilly
