There is already a system for this.
After 14 days (the start of the 15th day) the Guild Master is automatically changed to the oldest active officer.

If there aren't any available officers, it goes to members

Then it skips them as they're not active if someone new has to take over.

If your GM is active but doesn't want to kick them then that's their choice.

Might want to find a new guild then. But recruiting is really hard right now for higher level guilds so maybe they've just not found a good enough replacement
