am currently level 34 about to be 35, is this something I should be saving for the late game?

Should be saving it for a hero that deserves it and has the best attributes etc that the hero can have as it will make that hero much stronger. Upgrades skills to stage 4 and also increases all the base stats att def and health which also increase their power. If you don't have anyone to use it on then save it until you do.

You will very likely not have anybody worthy of that right now. And that's OK!
They don't expire so there's no harm in hanging onto it until you have somebody who can make full use out of it.

Two major notes here.
- These skill ratings aren't everything by themselves. Skill synergy is by far more important than having individually good skills.
- You should almost never promote a hero before you see their full natural skillset. Sorcerers can learn three skills without a promotion.
