how do i unlock Fusion?

Through the sol tower and Sondra which also require mundra and moonstones as some moonstones cost gems on the market and are not always readily available to purchase on the market for gold, so for fusion it's best to have both mundra and Sondra that way you can not only so fusions but can also make the moonstones that are needed for the fusions unless you have a lot of them.

Level up. Sondra is available at lvl 27, as is the premium worker Mundra (who allows crafting of higher level moonstone BPs and all-the-time special Full Moon fusions. If you cannot craft your own moonstones, see Marketplace or perhaps ask your guild for freebies with Guild Request.

So I had this same question. So once i level up to 27 I can start making the moonstones to use for fusions. But i need Sondra which i dont get her until level 27. is this correct?

To make the moonstones you will need Mundra, which is a paid worker.

To clarify / expand:
Sondra the Sun Dragon (Male, golden yellow one with the fancy robes) is a free worker. You can unlock him at Merchant level 27 with gold, the same as any other free worker. He will allow you to fuse items in general.
Mundra the Moon Dragon (Female, the grey one with the pink crystals) is a paid worker. She is also available starting at ML27. Purchasing her allows you to craft your own Moonstones using Herbs / Oil. She also unlocks an item "line" that spans various item types.
Importantly, one day every month, we gain access to a mechanic called Full Moon Fusion. This occurs on the day of the real full moon (give or take due to calendar specific stuff that's not relevant). FMF allows you to fuse special items, including combining Moonstones to get higher tier ones. Since this is a Fusion (just a special one), Sondra is still required for this.
If you own Mundra, then the 'once per month' restriction on Full Moon Fusion is lifted and you can perform those at any time.

Incorrect.
You can perform normal Fusions at any time. This allows you to take several of the same item and smash them together to get a single one of higher Quality.
Full Moon Fusions are a bit different. These are special recipes that let you create things from different things, such as this for example.
It's still a Fusion, so it requires Sondra, but it's only available one day a month (unless you purchase Mundra).

Yes and no. FMF is still a fusion so it follows a lot of the same rules as normal fusions (requires Moonstones, usually takes a long time, can't be rushed with Energy), requires Sondra) but it lets you craft much different things.
