You're seeing the correct value
7,000,000 x 2.18 (18 because you have 18%) = 15,260,000. The missing 693

is down to kabam's rounding*

Ok that is only giving half the value imo but that's kabam math I guess (it's sometimes crazy). Seems like you guys are only paying half the expected value. It says 1% surcharge value increase. I have 18. I expect the surcharged value. 14,000,000 to increase by 18%, 1% for each line you've ascended.

It doesn't say 1% of base price before surcharged.

So it's misleading.

During better deals, it's a 25% increase in surcharge price right. So you multiply the surcharged "amount" by 25% .Does it say surcharged amount or something. So your saying because this says surcharge value instead, when you have 18% surcharge "value" increase, for some reason it doesn't multiply the surcharged amount by 18% but instead uses another equation, leading to the player only gaining 9% increase in surcharged "amount" instead of 18% , 1% for each line.

I won't keep going on anymore but this boggles my mind, I'm not trying to be difficult but I truly don't understand what kind of equation your using or why it makes sense to do it that way, and not doing like you would for better deals, is it just a matter of wording, and still, how does that justify two different equations?

Just to clarify before continuing, I don't work for Kabam
Let's take the Grand Monaque in your example. If you had 0 modifiers it'd be 7,000,000 x 2 giving us 14,000,000 when surcharged.
You've got 18 of the increased surcharge value milestones which affects that multiplier. We get 7,000,000 x 2.18 giving us 15,260,000 (which then gets lowered a little to 15,259,307 due to how this game handles rounding and stuff.)
The difference between 7,000,000 and 15,259,307 is 117.99% - the 100% is the base surcharge multiplier, the 17.99% being your multipliers so they are working.
With regards to Better Deals, it uses a different wording:** 25% Surcharge Sale Price**. as in it takes the surcharged value and then multiplies it by 1.25.
