Not a bug. This is a result of the fix for the big unequipping issue that occured last patch. When they restored the items on heroes, they locked all hero equipment on the heroes to prevent folks from accidentally selling the items. #📢｜announcements message

I just tested this. It only happens the first time you unequip an item from a hero (that existed when the bug occurred). Unlock the item on hero, unequip, item gets put in inventory in a locked state. If you unlock it in inventory, it stays unlocked (both in inventory, and if you equip/unequip it from a hero again).

Is it gear that you had on a hero prior to the rerolls that is being repurposed? Have you unlocked the gear in inventory after you unequip it?

I've no space to test new re-rolls since my roster is set, but it's definitely fine on existing heroes after unlocking in the inventory.
