That was a change made a while back. You can still see and donate locked items if you access the collection book through the main menu, rather than from the inventory or the just mastered dialogs.

There were reasons for the change, which was in response to issues from players.

Personally, I'd like food items to stay locked on the pet feeding screen. My pets are all maxed, but my Legendary hot pot is right next to the free food option, and one day my mouse will miss slightly and I'll be down a legendary for no reason.

Well, no reason other than accidentally double tapping while trying to get through a (mostly) pointless transaction as quickly as possible.
