#Miscalculation of enchantment establishment with the different skill level

I tested surcharge without and step by step each level of the enchantment establishment Skill. One Skill up is even a step back (some items react a bit different).
You can see every step in the video. Speed up is just for getting some energy.

Same issue using one skill point helps and then it’s not worth anything passed that one skill

To be fair, the ability should only affect the base value of the rune and not the item itself. And considering the runes are worth 1m, the gain really should be little.

so the first point must be the buggy one. And if something is corrected, it could be for less (which makes me prefer they don't change it)

The first point is crazy wrong.
According to the video, you have 2.38 of surcharge multiplier (which is crazy btw, how many lines do you have at 51? All of them?)
Putting the first point increases this value to 3.84 (since it applies only for enchantments). Putting the last point arrives at 4.03, which seems to be 0.2 above the first point.

As @halcyon arrow said, mainly the first point is bugged (and obviously the 3rd one a little, since it decreases the value ..).

This talent is already underpowered after the nerf, I hope they let it like that. At the moment, it does x2 on enchantment value (after surcharge)
