Here is a suggestion or even a possible bug.

You cannot currently place a hanging object like a hanging bookshelf above a Tier 3 Shelves item rack. (See first two screenshots)

HOWEVER this may be an unintentional bug. I say that because you CAN place a Tier 2 Shelves item rack under a hanging item AND THEN upgrade it to Tier 3 without a problem (see third screenshot). Those racks cannot be moved though and put back into place.
