Both times I received the Gothita Frock Coat was with T4 enchants, not sure it is a bug but never seen this on any other high tier item.

It also happens to me every now and then that workers bring enchanted equipment with t4 runes, and it also happens on t13s... I don't think it's a bug.🤷‍♀️

Just rng on what it's enchanted with, they prefer highest possible enchant but sometimes you get unlucky.
Granted if same item keeps appearing with exactly same enchants it could be a bug, hard to know though since sample size so far is definitely small. If we get more people reporting same thing though it will definitely get investigated.
