Support said this was correct. Other players have more champion coin options and research scrolls. Make it consistent.

If I'm remembering correctly the shop isn't based on your level alone - it's based on other metrics too like your champions and their ranks, what tier you have unlocked blueprints for etc and then the game has preset "okay we think a player in this situation would be looking to buy a/b/c"
This is more noticeable if you look at a new player's shop, you'll see it has options in there for scrolls immediately but over time this gets swapped out for other things (become coming back when you hit like tier 13 incase you were short of scrolls to unlock it.)
