Yes, I had vfx enabled and when I remove it, I see no backgrounds

I can confirm. VFX needs to be enabled and bg color is faint compared to before.

I would think the contrary, the glow probably just was a fixed sprite drawn on the background before
maybe more an indication of which will glow when equipped or not? (like, scrolls are not visible items but armors are)
