A good way to diagnose where the problem lies is to run a pingplotter on pc. Simply keep pinging youtube or something stable with it, and see whether you still have the lags when pinging it. If you do, it's either your ISP or your network causing the problem.

Also it's good to know what effects do downloading and uploadong have on ur internet. For example my inet when downloading at full speed will have slightly higher ping and 10% packet loss, and uploading will stop it completely while the upload is going. If you know this, you immediately know why your inet is lagging in the game
