Depends on which you prefer, and also on your playstyle. IS-5 has trollish armor, good mobility but terrible gun handling. Type 59 is well, meh IMO, meh gun, meh pen, meh armor and meh mobility. Can perform in battle but clearly not amazing

A win rate is a terrible way to classify a player imo. It’s sorta like the racial profiling of the gaming world (and I won’t get any deeper than that)
One game (this isn’t related) I was blocked by a vk36 and he wouldn’t let me get to the battle and he was really making me mad because he was deliberately blocking me. so I shoved him into battle to give him a taste of his own medicine and then the team acted like I was the bad guy
