Manny Ortega was in Washington, D.C. when the outbreak hit. During the first days, before the total collapse of society, Manny's uncle (Mateo Ortega) was killed by two future members of the Hyenas. After this point, Manny spent his time as a signalist in the JTF. He slowly rose in rank mainly through attrition. His superiors, for one reason or another, left their positions, and he took their place.
It is assumed that this is mainly due to death from the Green Poison. He eventually became The Division Coordinator, playing a role similar to Faye Lau in N.Y.C. He is the person who assigns missions to the agent.
I just assumed he was also an agent because of the Division Coordinator deal, figured he'd need access to certain intel to be able to direct Division operations but I guess not as he's just basically an intel officer for the JTF.
But then, that still makes him a threat if he turns. And in an ever increasing desperate situation, he could very well see the BT and Faye as a means to finally bring stability
It's not a stretch to say that consolidating the power of Government+Black Tusk Military Forces+Division agents would likely be the most stable situation they could hope for.
Especially bringing in the remainder of the JTF.
Since the majority of enemy factions are overwhelmingly civilian.

Rogue Agents don't see a benefit in helping civilians and are only in it for themselves. Basically, trust no one but yourself type of thing

So first things first, Faye lost her sister when Rikers attacked the Hell's Kitchen settlement. Later on, she captured and interrogated a fellow agent Alicia Coswald about her defection to Black Tusk.
Then later, she made an exchange of Agent Coswald to Schaeffer if he gives her information regarding their supply routes in NYC. Combine that with the ending and that puts several factors into why Faye went rogue

I think Div 2 would've been better if the plot was basically re-establishing SHD network, re-establishing the White House, then helping the surrounding communities, and finally supporting a new election to re-establish a functional government, which Black Tusk then comes and tries to fuck up.

it's my opinion that there is no boss of the division, that's why it's called that. it's only existence is to restore continuity of our government with extrajudicial authority. it has a protocol estabilshed by the SHD and when activated they have a mission. You see echoes of them doing their jobs. Being betrayed by rogue agents, agents going rogue all for other interests either self serving or for profit.
