So, after you've executed Ghost and Spectre, at the Washington Monument past 21:00, another Hunter will appear, in two separate occasions. One, on a crate in a Reddit Post I linked earlier, and second right above the orange light. Their detection radius is MASSIVE, if you can see their mask, they disappear. You have to stay at their peripherals while still being able to shoot them. I've tried twice, but I haven't been successful.
Only one spawns at a time, and only after at least one person's killed all the Hunters.

Stalker Hunters are Hunters that can appear anywhere in normal gameplay. They sometimes watch you on Rooftops, inside inaccessible building windows, and even on the ground floor. They disappear when shot at, running away like Spectre. They drop either a mask you haven't earned yet, or a High-End item when killed.

In a youtube video I watched he got one of them to spawn on that crate and was able to kill him. I think he got the spectre mask from him.

I have a theory about the hunters in Div2, these aren't like the hunters in survival or underground in Div1. I mean, they aren't spawned in, in order to eliminate you. In Div2 you have to manually trrigger them in order for them to engage you. So my theory is that they aren't specifically looking to kill you unless you bother them by activating them. Let's pretend that the stalkers are of the same group as the 12, these hunters could be spying on you to gather intel and see what kind of player you are, giving that intel back to the 12. Might be going of track here, but there's clearly a difference between the hunter in Div2 and Div1. Right?

The Hunters in Division 2 have the same goal, as seen by the blue question-mark mission. The Cypher Hunters are there to give you the masks, I don't think they're technically canon. The Stalker Hunters, I feel, are the Canon ones. And since not many players would be lucky enough to kill 12 of them, since I've only seen one, Ubi added the Cypher Hunters as a replacement for the mask requirements. I think this because you can get the masks from the Stalkers, too.

I don't know, judging by the mission where they introduced the Hunter, that in my knowledge can't be killed, right? I think that before he vanished at the end of the mission, he didn't kill you because he saw that you came to the rescue of a fellow agent. Which the hunter had killed because of a unknown reason, but because you bothered to answer his distress call, this hunter then realised that you tried to save him rather than to go the rogue ways! Bit of a mystery, but why else would he leave you alive, since previous hunters are obsessed with killing First and Second wave agents!

I found the way for the Specialization points. Only ways are Weekly Bounties and Daily Hard/Challenge missions. BUT if you find someone who has just gotten to WT1, you can join that person and get the points again.

so to make a small overview of what we have:
-souls are dead bodies of divisoin agents
-by going to them and saluting each other we pay respects and honor them (accorind to some people)
- we have to RETURN to 1st monument (not THE FIRST, not the one at BoO) at night
-and we have to release a button
in the end the information we get is the division symbol circle and a red circle in a front of the monument on south side...
what we tried:
-Interacting with TV is not possible anymore even after shoting light redoing salutings... saluting other graves and memorials around the map.. replaying missioins....
-interacting with red circle on the ground.. doing all emotes.. standing in it for days, nights .. notihg happens at all here
-investigating oval areas around maps....
- investigating dead agent body at the initial spawn point of start game
- investigaing BoO and trying to interact with something..
-exploring mulitple enterances and rooms at undeground
!!!We found 1 glitched room at undeground which is closest to memorial!!! (not sure if thats some interconnection) - tried doing all stuff in groups while someone was standing in circle
-tried to run around monument clockwise... - tried to make someone die in red circle....
-tried to killing ourselves in red circle...
-tried to make NPC die in red circle
-tried to shoot flare in red circle
-tried to destroy all explosive stuff onmonument and possibly disable radar signal towers...
