Nah, I feel they're in the same area they're usually at, but (as with Stalker Hunters) since you're not SUPPOSED to kill them, that's why they disappear.
I joined a friend who never completed the grave section of the Cypher, and I saw Ghost before he disappeared as I was too close. Perhaps they spawn even without the graves?

You guys know about that one side mission where you save prisoners from the outcast work camp right? The final courtyard has those rooms you can jump into and turn these lamps off and they'res this lamp in the center of the courtyard? I think there is some sorta order you have to turn off those lamps, at first I thought it had something to do with the number of furniture in each of the rooms but I'm not sure... I also just found out that one of the prisoner containers you open has a lamp inside of it that you can interact with. After turning that one off the lamp in the middle of the courtyard in the final part lights up and the lamp on the far right room of the final courtyard also lights up. No further interaction can be done. Anyone have more info on this?

A: This is actually one of the more common misconceptions. The “Hunters” that people claim have spawned at or near the Washington Monument are in fact Stalkers, and do not drop specific masks. Stalkers, if they can successfully be killed before they flee the area will drop a mask that you have not collected yet. This does not mean that they are the solution to the puzzle. We’ve tested this by having someone go and kill several stalkers solo while having 0 masks unlocked. He ended up getting 2 Crimson drops, not the previously expected Ghost and Spectre. Credit to Discord member Home Boy Snipes for this research.

My main theory is they aren't the Cypher Hunters, but rather scripted Stalker Hunters, that lead you to the final part of the Cypher.

That's not the true spawn for Ghost and Spectre, as they are supposed to drop a key upon death. If you've killed all other Hunters and didn't bug the key drops, you SHOULD have 6/8 Ivory Keys, making it impossible to open the cache otherwise.

Will do. And yes, they're (I'm like 80% sure) scripted Stalker Hunters, and you can kill those easily. If they have the same AI as Stalker Hunters, they can die as well.

If you're referring to the red circle, I investigated it in my free time (brought my gaming laptop to school because fuck knowledge when I got Hunters to hunt), and the circle changed nothing about the Stalker's encounters.

Later I will investigate the truck Cypher. I inadvertently killed Ghost (not even kidding, went to .50 Cal a tank and the bullet hit him instead) so I can't investigate on my session anymore. I'm going to contact Ubi and ask if the Hunters are bugged, as they SHOULD drop Ivory Keys, since the max you can get currently is 6 out of the 8 required to open the crate.

Once you kill all 12 Hunters, you're supposed to end up with 8 Keys, since the 4-man Hunters only drop a key for the last Hunter killed.

I'm emailing to ask about the Hunters in The Division 2, specifically the Ghost and Spectre (or Specter, whichever you prefer) Hunters. I've ran in circles, chasing leads that end nowhere. I've been to the singular grave near the White House, I've investigated the First Division Monument, and I've scoured the entire location near the Hunters to try to find the proper way to spawn them. If there is a proper way.
Currently, the way to spawn them causes the A.I. to act like a Stalker Hunter (The community came up with that name for the Hunters that you can sometimes find stalking you on rooftops and in windows of inaccessible buildings), where once noticed or shot at, they run and disappear (with the exception of the Ghost Hunter, who disappears instantly if not one-shot). Every other Hunter that gave an Ivory Key put up a fight, and once killed, dropped their mask and an Ivory Key if it was your first time. Ghost and Spectre don't do that, they drop the mask and that's it.
If you can help, you don't need to tell me the proper way, I just want to know if the Hunters are bugged, or if there's actually another step we need to get the proper spawns, as anyone that has killed 10 out of the 12 Hunters (post Ivory Key drop fix) only has 6 out of the 8 Ivory Keys necessary to open the Ivory Cache. If the Hunters ARE bugged, it'd be nice if we could get a notice about that.
I don't fully expect you to know the specifics, as you're Customer Support and (probably) don't know everything about the game (meaning all the bugs and such), but if you can figure it out, I'd really appreciate it!
