Just whittle their armor down while they rush out of cover like the cowards they are. they go back in and use an armor pack. rinse and repeat, they actualy seem to run out of them

People assumed "Release another" means "Go back to the monument and kill a hunter, 'release his soul' sort of thing". I don't buy it. Washington Monument was the first monument in DC constructed, so there's that line down. If you rappel down into the safe area of the monument, behind you as you land there's a door, with a gold handle, denoting it CAN be opened. At the bottom of that door is a sign that says "DO NOT OPEN" with a shock symbol. Running under the door is a red cable, that snakes across the safe room, up to a second floor with a ladder, and plugs into a control box.
Now, you can't press the button of the box. BUT, if you look on either side of the safe room there's a single fan on either side that is glowing red. If you go upstairs and shoot the two red panels on the side of the building, they turn off one of the lights for each box you disable. Also upstairs there's a transformer with a button that I can't press. If you have the buff that lets you see loot, you can see a chest behind the gold handled door, so you CAN get there.
I think they're being literal. "RELEASE ANOTHER" refers to a dead agent inside that room. Let him out.
I assume "AFTER DARK" may refer to either night time, but that doesn't make sense, why would you wait until after dark to return to the monument, you can't even trigger the computer before night time, OR "DARK" refers to no lights. Cut the power.

We can't post files to this discord. OK, so here's where we stand. 100% confirmed Stalkers are not Hunters. I have another theory about the lights that I want to try tomorrow, unless someone else can test it for me. The idea I have is that if you go to the graves, get those done, and then wait until 9pm (dusk) and shoot the two red power panels on the monument, THEN go down and hit the computer for the second time, what happens.

That brings us to line 4 of the puzzle, AKA step 2.

People assumed "Release another" means "Go back to the monument and kill a hunter, 'release his soul' sort of thing". I don't buy it. Washington Monument was the first monument in DC constructed, so there's that line down. If you rappel down into the safe area of the monument, behind you as you land there's a door, with a gold handle, denoting it CAN be opened. At the bottom of that door is a sign that says "DO NOT OPEN" with a shock symbol. Running under the door is a red cable, that snakes across the safe room, up to a second floor with a ladder, and plugs into a control box.
Now, you can't press the button of the box. BUT, if you look on either side of the safe room there's a single fan on either side that is glowing red. If you go upstairs and shoot the two red panels on the side of the building, they turn off one of the lights for each box you disable. Also upstairs there's a transformer with a button that I can't press. If you have the buff that lets you see loot, you can see a chest behind the gold handled door, so you CAN get there.
I think they're being literal. "RELEASE ANOTHER" refers to a dead agent inside that room. Let him out.
I assume "AFTER DARK" may refer to either night time, but that doesn't make sense, why would you wait until after dark to return to the monument, you can't even trigger the computer before night time, OR "DARK" refers to no lights. Cut the power.
And that's about all the thinking I've made public, if there's any holes you'd consider, let me know

Stalkers exist all over the map, people only think they're in the WM area because they're keenly paying attention to try and see a hunter. They stalk you all over DC, but just like at the monument, the moment you approach or make contact, they break contact and disappear.

@swift night I've got a theory that you need to have another Agent in your group, that'll stand in the circle and you salute each other. Release another - as in release another prey for the Hunter. But that would mean spawning the Hunter(s) at the CP which would engage them as well....doesn't sound consistent with other spawns

They might also only spawn in a very specific timeframe at night. For example the one I went for on the freighter crate didn't seem to spawn until it was well past 19:00. Like 22:00

they are Stalkers, they didnt give you the ivory keys which a hunter does drop
If youd start with what everyone calls the final two, you could actualy get all 12 masks only every killing those 2 over and over

what about what i found on the CERA Building at the Ivy Tunnel control point? if you stand on the overgrown truck that's crashed down and aim at the cera building there's a box you can shoot that fires some fireworks into the air or whatever, not sure if it's significant

anyway, i found this map thing from lincoln memorial mission. its pretty close to last fight there. there's option for me to interact with the map but nothing happen after i did. my friend tried to interact with it as well but same. so just curious is it some kind of hidden treasure or something like that

That brings us to line 4 of the puzzle, AKA step 2.
AFTER DARK RETURN TO FIRST MONUMENT AND RELEASE ANOTHER
People assumed "Release another" means "Go back to the monument and kill a hunter, 'release his soul' sort of thing". I don't buy it. Washington Monument was the first monument in DC constructed, so there's that line down. If you rappel down into the safe area of the monument, behind you as you land there's a door, with a gold handle, denoting it CAN be opened. At the bottom of that door is a sign that says "DO NOT OPEN" with a shock symbol. Running under the door is a red cable, that snakes across the safe room, up to a second floor with a ladder, and plugs into a control box.
Now, you can't press the button of the box. BUT, if you look on either side of the safe room there's a single fan on either side that is glowing red. If you go upstairs and shoot the two red panels on the side of the building, they turn off one of the lights for each box you disable. Also upstairs there's a transformer with a button that I can't press. If you have the buff that lets you see loot, you can see a chest behind the gold handled door, so you CAN get there.
I think they're being literal. "RELEASE ANOTHER" refers to a dead agent inside that room. Let him out.
I assume "AFTER DARK" may refer to either night time, but that doesn't make sense, why would you wait until after dark to return to the monument, you can't even trigger the computer before night time, OR "DARK" refers to no lights. Cut the power.
