Universal armaments

Introduce universal armaments for all formations.

So where we have things like infantry attack 3%, we would get Troop Attack. Because it would cover all troops, the increase should be lower than unit specific armaments. Maybe limit it to +2.7% on all universal armaments.

Essentially it would be Tercio formation for all non-city garrison formations.

This not existing is the biggest reason leadership can lever be a real thing.
It should exist, just like leadership gear exists, but it would need carful balancing so that its not just the default option for everything which is probably more effort than they think it is worth.
