Im not sure i understood everything.
Barbarian forts are pve, basically any commander will do without much effort (mina and Cao are the best fort that but do not invest universal gold head for Cao).
Garrisoning is a pvp component but it is the hunting-ground of whale and big spenders. A middle spender or lower will "just" feed troop to the captain of the garrison.
Finaly for openfield fighting. Every troop type is relevant.

Regarding Civ, China is the go to until you reach CH25, then you France's chivalry buff for the healing speed.

Kinda the point of the game.
You ll be losing on a lot of rewards. But at the end lf the day, if you dont take part in pvp, those rewards are not of real use to you.
You ll need to find a kingdom that accept "farmers" (player not taking part in pvp), as you will affect match making negatively (unless they have enough vacation permit to spend one on you)

For those the reward are heavily placed on higher ranks.
For pvp, the reward are by "score tier", there can be almost any amongth of players getting the max rewards (except legendary inscription, only the very top will get one)

in SoC you get 50% of your dead troops back at the end of each kvk so it’s not as tedious to retrain lost troops
