As of now - it's not recommended to buy the inscription for Wedge Formation - because we will receive a new skill damage formation in the near future.

For buff civilization it's better to go for France.
If you are concerned with march speed just grab 7% attack + 7% march speed rune and focus first on Archer march speed in Crystal Tech also on Boots Iconic V for Infantry and archer but that if you plan to stay on 3 troops, otherwise first 5 sets then you start awakening/iconic.
