From silver and gold chests it's pure RNG, you get him when you get him. There are a few extra ways though.
You could get lucky and see him appear in the Expedition shop. If he pops up in the top row next to Aethel and Constance, you could buy him in one go if you had enough coins right then and there.
There's also certain civilisation events that have epic scultpures of their respective starting commander, if the China civ event comes around in time, you could pick him up from there. But there's only one of those events every month, and we have 15 civilisations. So that's a long shot at best.
Lastly as a new player you should get an event that gives a commander or other small reward every day for logging in. That should cover a lot of commanders, it might cover Sun Tzu as well. I'm not sure on that one.

Not rumours, just common sense, along with what we know with certainty.
The commander release cycle has been pretty established by now, for several generations there hasn't been a deviation. Some releases are a few weeks earlier or later, but the cycle hasn't been changed.
So we are getting two extra releases with Hector and Achilles some time next month. Then 11th generation cavalry in December, infantry in February. All of them likely at least Arthur and Bai power level, potentially even higher.
The chance that any commander older than 10th generation, with very few exceptions, being hard pushed to the bench is just so high because of that.

just so you know, YSG come toward the end of KVK1, right before kingsland ( the last zone). So most of KVK1 (50 days) are without YSG. You will need something to fight in that period as well.
