So, in two playthroughs, I gave the historian her photo, but she did nothing. She didn't put on any fireworks like it said in the prompt, or even anything. For the majority of the playthrough, she literally stood in one place, only moving when she heard me walking around. And later on, she walked home, (Not getting caught because Jacob fixed the lights) and just stood around in her house, clipping through the door. It seems like she doesn't have any role in the game.
